Well, I always thought the first was just Dahl's influence on JKR. I mean, you know, the oompa loompas and Charlie and the Chocolate factory? They sent out messages about spoiling kids and feeding them too much, too.
And the second, I always thought it was Figg or Filch. But I hope not Filch. I hope it's Figg, because she was right useful in Harry's Trial in book 5. She saved him.
But if you want to write a Magic Dudley fic, do it. I think it's intriguing.
